After strategic asset mapping is substantively completed (recognizing that asset mapping is an ongoing, evolutionary activity), regions will perform a Gap Analysis. This process involves two forms of gap analysis activity:

Supply/Demand Gap Analysis – Building upon the published statewide labor force gap analysis report, regions will identify, quantify and validate gaps between the production of educated/trained workers in specific STEM occupations or who possess specific STEM skills/aptitudes, and the needs identified in the regional economy by employers and economic market forecasts/analysis of future labor growth.

Asset Matrix Analysis – Building upon the work performed during the regional asset mapping process, regions will compare the presence of programs/initiatives against the goals of the Pennsylvania STEM Initiative and identify a select group of clearly identified gaps (i.e. opportunties for new or expanded programs) to ensure that the core STEM infrastructure needs of the region can be developed.

Note: After the regional best practices inventory is completed, the gap analysis should be revisited in order to identify ‘gaps’ created by the presence of best practices that can be expanded proactively in a region, either by broadening geographical coverage or by increasing the target populations. This will offer a solid foundation for creating new investor opportunities and supporting sustainability efforts as well.
